CACTUS members say no, public vote says yes Referendum results: The CACTUS majority position (keep current Federally mandated age limit of 21) was supported by 330 voters or 41% of the total. The CACTUS minority position (model state law with minimum legal drinking age of 19) was supported by 484 voters or 59% of the total.
